This cover has postage from both Mexico and the U. S.

The 3-cent stamp was applied to handle the war rate postage after the letter was transported (probably by hand) across the border. The Mexican stamp carried the letter within Mexico.

(Notice the lack of censorship, probably due to the letter being hand-carried.)
