Foreign Rate Using Postal Envelope and 2-Cent Stamp, with Added Customs Markings

A 2-cent stamp was added to the 3-cent postal envelope to cover the rate to Suriname (South America).

This was a business letter, possibly containing valuables or cash. Thus, it was handled by U. S. Customs, and bears their handstamp markings.

During the First World War, there were strict controls placed on international commerce, and foreign mail often shows various handstamp markings indicating exercise of these controls.
