Revenue Stamp Used as Postage Due on Postal Card

With the postcard rate increased to 2 cents in late 1917, users were supposed to add postage to these very common one cent cards.

This example shows the failure to add postage. Therefore, the Post Office imposed a postage due of 1 cent.

However, instead of using a regular stamp (postage due type or regular postage) to show the new paid amount, they used a 1-cent revenue stamp. It is not clear who used this incorrect stamp, the post office, the carrier, or the customer.
